On 10 April, the German Institute of Development and Sustainability (IDOS) hosted a roundtable with leading experts from the Americas, Africa, Europe and Asia to explore options for a sustainability agenda beyond 2030. As part of the lead-up to the Hamburg Sustainability Conference ( HSC) 2026, this dialogue connects perspectives to the beyond-2030 discussions of the HSC 2026.The roundtable discussed actor positions regarding a global framework, content of a potential beyond-2030 sustainability framework, likely formats for the upcoming discussions and negotiation processes, as well as narratives and alliances around critical topics.

Discussions on a global sustainability framework beyond 2030 are gaining traction but remain uneven, with early leadership from European actors, Japan, and likely support from countries such as India, Indonesia, and Small Island Developing States, while the United States and Russia may resist and others remain hesitant. While there are suggestions for new goals and targets, the debate may shift from defining new goals to improving implementation—emphasising stronger institutions, accountability, domestic resource mobilisation, and broader metrics beyond GDP. Participants agreed on the need for evidence-based, inclusive negotiation processes. Key questions remain around financing, inclusivity, and youth engagement. Building early alliances, identifying common interests and concerns, as well as a compelling, people-centred narrative—linking social and environmental sustainability to economic and security interests and ensuring equitable benefits—will be crucial to securing broad support for a future framework.
