Enhancing domestic resource mobilisation and especially tax performance is an increasingly relevant topic on the international development agenda. Governments, donors and international organisations need to understand the role political, economic and institutional factors play in defining tax regimes and strengthening domestic revenue mobilisation. Against this background, on the 1st of December 2011, the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) is hosting a one-day workshop on the topic: "Mobilising domestic revenue in developing countries". The workshop is supposed to kick off the activities of a larger research project co-financed by the policy planning unit of the Federal Ministry of Economic Cooperation and Development (BMZ). The goal of the meeting is to share and discuss results of our ongoing work on taxation issues as well as forthcoming projects in this field. Topics to be discussed include: (i.) The political economy of taxation and tax reform: An elite-based rational choice approach, (ii.) Political regimes and taxation, (iii.) Regional patterns in tax performance and (iv.) Tax collection in developing countries - new evidence on semi-autonomous revenue agencies (SARAs) in Peru. With this purpose, representatives from BMZ, GIZ, KfW, international organisations (e.g. OECD, IMF) and the academia will meet at the DIE in Bonn.
