The 31st Conference of the Parties to the UNFCCC (COP31) takes place from 9 to 20 November 2026 in Antalya, Türkiye. For the first time, two countries and a region share the delivery of a COP: Türkiye holds the presidency and leads the Action Agenda, Australia acts as President of Negotiations, and the Pacific hosted the pre-COP. Under the guiding principles of "dialogue, consensus and action", the presidency frames COP31 as a conference of implementation, focused on measurable results rather than new pledges.

The presidency's Action Agenda sets out ten priority themes: clean energy transition and electrification; zero waste and methane reduction; climate-resilient cities; green industrialisation; youth and education; food security; oceans and seas; resilient health systems; Rio synergies across climate, biodiversity and land; and a "climate implementation bridge" to turn national priorities into finance-ready projects. Its flagship "35 by 35" initiative aims to raise electricity's share of final energy consumption to 35% by 2035. The Action Agenda builds on the Global Implementation Accelerator launched at COP30 in Belém.

In the formal negotiations, attention centres on the Mitigation Work Programme and the Global Goal on Adaptation, where talks in Bonn stalled over the link to the commitment to triple adaptation finance and were forwarded to Antalya. Delivery of the New Collective Quantified Goal on climate finance, the follow-up to the COP30 Mutirão decision, including on trade and climate, and the debate on roadmaps for transitioning away from fossil fuels and halting deforestation will shape expectations. All of this unfolds against a difficult geopolitical backdrop of trade disruption, tightening aid budgets and the US withdrawal from the UNFCCC.

IDOS and its partners contribute to COP31 through events, commentary and publications. All contributions are listed below; the overview table at the end maps them to the thematic days of the conference.
