A significant body of literature establishes the critical role of social protection in strengthening risk management and adaptive capacities of the poor and socially marginalized people to respond to climate change. Social protection instruments are generally categorized into i) social assistance, ii) social insurance and microinsurance, iii) social health protection, and iv) labour market interventions. Development aid for social assistance programmes is significant when compared with other development interventions and continues to expand. Yet, large coverage gaps remain, especially in regions where social protection systems are nascent, such as Asia, Middle East and North Africa, and Sub-Saharan Africa, which are also highly exposed and vulnerable to climate extremes and slow onset processes.
Climate-related funds established under international environmental treaties like the United Nations Framework Convention on Climate Change (UNFCCC) create opportunity for vulnerable developing countries to access finance for developing and implementing climate-responsive social protection interventions. Moreover, climate risk financing and insurance instruments, have recently emerged as an innovative approach to extend the social protection coverage with benefits for disaster risk reduction and climate change adaptation. However, it is widely recognized that we need to improve our understanding on how climate funds and risk financing can be effectively channelled through social protection.
To that end, this session will explore a number of critical questions.
1) What do we know about social protection as a tool for managing climate risk? In which ways can social protection address climate-related vulnerability and what is currently implemented?
2) How has social protection been integrated into projects funded by United Nations climate funds to date, and how does social protection align with the investment criteria of major climate funds such as the Green Climate Fund?
3) What is the role of climate risk financing instruments and under which circumstances are they suitable to manage climate risks? How can climate risk financing and social protection be integrated?
4) What are the challenging factors of channelling climate finance through social protection and risk transfer instruments and make them work for poor and vulnerable actors in the context of climate change?
5) What are the implications for building back better after the COVID-19 crisis through social protection approaches and climate risk financing instruments?
