Bringing together stakeholders from different public schools of administration and training institutions, Lembaga Administrasi Negara (LAN, National School of Public Administration, Indonesia) and the Managing Global Governance (MGG) Programme of the German Institute of Development and Sustainability (IDOS) are co-organizing a conference on Systemic Impact through Transformative Training. The conference takes place from 19th to 23rd of April 2026 in Jakarta, Indonesia.

The conference explores how capacity development in the public sector can create systemic impact for sustainable development. Building on an established cooperation between LAN and the MGG Network, the conference addresses a core challenge in translating the UN Agenda 2030 into tangible results: civil servants need to be equipped with transformative skills and competences to foster sustainability transformations.

The successful advancement of the Agenda 2030 depends fundamentally on the support and involvement of civil servants across all political levels, ranging from translating the Agenda 2030 to domestic contexts to designing, implementing and evaluating national and to global policies for sustainable development Yet, initiatives aimed at strengthening competences of public service staff often struggle to demonstrate in how far they   succeed in fostering the transformative skills needed to navigate complex sustainability challenges, and their systemic impact on sustainable development

The conference connects national schools of public administration, , and development cooperation practitioners from Brazil, South Africa, China, India, and Mexico, alongside the United Nations System Staff College and various Indonesian training institutions to address this gap. It provides a platform for awareness raising, knowledge creation, and competence development through international knowledge sharing and hands-on workshops. Participants jointly explore theories of change and impact concepts of training and learning initiatives on sustainable development, examine how to foster transformative skills within structural and curricular frameworks, and review approaches for monitoring, evaluating, and learning from capacity development initiatives.

The conference spans four days: The first two days feature plenary sessions with high-level Indonesian decision-makers and parallel workshops on topics including train-the-trainer approaches, transformative skills development, impact measurement, and the role of artificial intelligence in capacity development. These sessions are open to a wider set of stakeholders and available in hybrid format. The third day includes visits to key Indonesian institutions—the Ministry of State Secretariat and the Ministry of National Development Planning (Bappenas)—to examine how training aligns with national development priorities. The final day is reserved for peer exchange among core MGG network partners to advance the collaboration agenda for 2027 and beyond.

Throughout the conference, special emphasis is placed on peer exchange and networkbuilding. The event offers a space to share real-life examples, identify structural barriers to impact, and consider concrete actions to enhance transformative capacity development. Ultimately, this exchange will help shape a shared agenda for strengthening the public sector's role in driving sustainable development.

The conference is organised by the National Institute of Public Administration (NIPA/LAN) and the German Institute of Development and Sustainability (IDOS) in the framework of the Managing Global Governance (MGG) programme with financial support from the Federal Ministry for Economic Cooperation and Development (BMZ) and the Ministry of Science and Culture of the State of North-Rhine Westphalia.
