International climate change adaptation finance needs to reach vulnerable communities at sub-national levels. The side-event at COP 20 in Lima presented practical experience from Peru, India and China on the enabling conditions necessary at sub-national levels for the alignment of climate funding mechanisms to existing systems of decentralization. In this context, DIE presented research results on the potential and limits of using social investment funds for the support of adaptive capacities in vulnerable communities.
