Escalating geopolitical tensions, shrinking development aid, and rising debt burdens are severely constraining the ability of low- and middle-income countries (LMICs) to invest in sustainable development. At the same time, the global financial architecture remains fragmented and key instruments to redistribute capital - such as international tax reform, debt-restructuring mechanisms, or Special Drawing Rights (SDRs) - are underused, contested, or politically blocked. Legal mechanisms for systemic change, including tackling illicit financial flows and binding sustainability standards, are highly contested.
Closing the growing SDG financing gap requires mobilizing new capital while increasing the efficiency and sustainability of existing financial flows—through reforms of multilateral development banks, redirection of SDRs, aligned tax and investment frameworks, and non-legal tools like universal lending principles. This transformation depends on coordinated action across plurilateral alliances, development banks, subnational actors, and the private sector. Boosting domestic resource mobilization through aligned tax policy, local currency markets, and hybrid capital mechanisms.
