In the recent negotiations on the FfD4 zero draft, the Trump administration took an obstructionist approach and questioned its participation in the process altogether. The U.S. argued that many critical issues included in the draft, such as MDBs reform, the global debt architecture, trade policy, and financial regulation, are beyond the mandate of FfD4. Instead of yielding to the U.S. demands to narrow the draft to a limited set of policy issues and dilute its content, it may be time to consider adopting the FfD outcome document without U.S. consent.
