Die Schwellenländer schwächeln: China entwickelt sich deutlich weniger dynamisch und bewegt sich politisch erkennbar rückwärts. Brasilien ist innenpolitisch gelähmt und ging gerade durch die schwerste Rezession seit langem. Südafrika stagniert wirtschaftlich und demokratische Institutionen werden unterhöhlt. Die Türkei ist innenpolitisch und wirtschaftlich erschüttert. Dies sollen „aufstrebende“ Mächte sein?!
