International law is a main normative reference point for the EU’s conflict prevention, crisis response and peacebuilding policy. This contribution analyses how the EU’s commitment to international law has been incorporated into soft law in this policy domain through Commission Communications, Council Conclusions, staff working documents, policy concepts and strategy papers. Moreover, the entry discusses to what extent the EU has managed to translate this normative commitment into practice, pointing to a certain degree of normative ambiguity in EU external action.
