Reduction of carbon emissions, globally, is of concern in these times of a changing climate. The case of Puerto Princesa City, Philippines applying principles of carbon reduction to transportation is especially important since this came from a non-governmental organization (NGO) and government alliance. In this chapter, the development of the alliance is detailed. The main factors in devising a partnership that allowed for diffusion of ideas developed by the NGO to the government are also featured.
