Geopolitics is returning to Europe, and everything else is taking a backseat to the security agenda, including international aid. Faced with record-high public debt in OECD countries, there is growing pressure to cut back on aid spending and prioritise geostrategically significant countries. However, humanitarian aid has long been an act of generosity and international solidarity that has helped win hearts and minds for donor countries. Would it have the same effect if it were explicitly linked to strategic interests?
