Slowly but surely, the first climate pledges for the 2015 agreement – or, in UN-speak, Intended Nationally Determined Contributions (INDCs) – have started to trickle in. They must be subject to assessment and review, or a UN deal in Paris at the end of 2015 will be toothless, argue Harro van Asselt, Håkon Sælen and Pieter Pauw.
