Five years of accelerating disruption including the return of interstate war, rising armed conflict, and a new wave of autocratisation have reshaped the global security landscape. At the same time, states’ growing focus on national security as well as disregard for international law and increasing rejection of the liberal world order mark our times. These tendencies undermine global peace and security, while, at the same time, international abilities to respond to these challenges through civil means are declining. To respond to these disruptions, it is important to defend, but also reform civilian approaches to international crisis prevention and management.
