These days, the United Nations (UN) General Assembly is tasked with fine-tuning a centrepiece of the reform: the strengthened Resident Coordinator system – key driver of a more cohesive UN Development System (UNDS) working towards a common agenda. Negotiations have yet to reach a break-through. Member states should do their part in supporting a more cohesive UNDS. They should improve the current funding model of the RC system and thereby support the repositioning efforts. Assessed contributions would be a clear sign that states step up to their collective responsibility.

Castillejo, Clare (2019) Discussion Paper 11/2019
This paper examines how the EU’s current engagement on migration in Africa is impacting on African ambitions to establish free movement regimes. It focuses first on the continental level, and then looks at two regional economic communities: IGAD in the Horn of Africa and ECOWAS in West Africa.

Sub-national units will play an increasing role in the mobilisation of domestic resources for the 2030 agenda. They are also at the forefront in the implementation of the global reform agenda. Consequently, they also contribute to overcoming problems of fragile statehood.
