The Role of Knowledge in Creating a “Science of Delivery”

Aniruddha Dasgupta is the Director of “Knowledge & Learning” at the World Bank. He is one of the leaders behind the current change process in the World Bank Group under the new President Jim Y. Kim. The World Bank Group is currently undertaking to become a Solutions Bank. Aniruddha Dasgupta will talk about the need to think of knowledge differently, how to turn failure into learning, and how the Bank is laying the groundwork for a new kind of knowledge, called “Science of Delivery”.
President Kim described his vision in various keynotes:
“Beyond providing money and knowledge, the World Bank Group will be an organization that innovates, co-creates and learns together with its clients. The bank serves its partners by doing something that none can do in isolation: creating knowledge-related global public goods that support shared learning processes at global, regional, national and subnational levels. (…) There is an urgent need for a science of delivery in development, but that science does not yet exist. We must create it together. Countries, the World Bank, the private sector, civil society, communities, global development partners, research institutions. (…) The good news is that recent advances in many fields can help us improve delivery. Relevant insights are emerging in disciplines as varied as systems engineering, medicine, economics and other social sciences. (…) The science of delivery will have to be multidisciplinary from the outset. (…) Based on new insights we will build the next generation of ‘master implementers’ within the World Bank Group.”
We will discuss what these ideas imply for German Development Cooperation, the BMZ, implementing agencies like GIZ and KfW and also research institutes like the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE).
