What can and should Europe do in response to increasing numbers of refugees, thousands of whom are dying in the Mediterranean? German Development Minister Gerd Müller is calling for an additional 10 billion Euro to tackle the issues causing people to flee their countries of origin. Several European countries announced that they intend to become members of the Asian Infrastructure Investment Bank (AIIB). The founding of the AIIB may be interpreted as signalling the end of US hegemony within the international system of development banks. Equally, however, it could be understood as a step towards normalisation, that is, towards a greater degree of regionalisation in development financing.
