International science cooperation is a marginal topic in China-Africa relations. While China’s government sees science and technology as a driver for (domestic) sustainable development by 2020, research is still a somewhat secondary topic in cooperation with African states - with the notable exception of South Africa. South-South cooperation in its rhetoric sounds very different from Western engagement. However, China’s dialogue and science cooperation activities are mostly directed towards OECD countries. Consequently, science cooperation with Africa is rather a topic within development cooperation. The only real “eye-level partnership” or “winwin”- setting in science cooperation with African countries is in China’s relationship with South Africa.
