The increasing role of rising powers has led to a new global context for international cooperation. Unlike the situation of international relations in the past and unlike the traditional assumptions of scholars of international relations, rising powers are not just the latest generation of new 'middle powers' or ‘secondary states’. Their role goes well beyond reaction: they significantly sharpen the international system, which is increasingly multipolar.
