Steel Decarbonisation: Investment, Relocation and Industrial Policy

Is decarbonisation redrawing the map of global steel? As carbon costs, trade measures and industrial-policy incentives reshape the economics of steelmaking, firms face a question that was rarely on the table a decade ago: stay and invest, or relocate.

IDOS, together with UNU-MERIT, is running a study across 12 major steel-producing economies to understand how climate, trade and industrial policy are reshaping investment, location and competitive strategy across the steel value chain — from ironmaking and steelmaking through to downstream fabrication.

We're now seeking a small number of senior industry experts and decision-makers for confidential interviews (around 30–45 minutes). We're especially interested in your view on what could tip a firm toward relocation, how such a decision ripples across the value chain, and how policy shapes both the pull to move and the reasons to stay.

In return, you'll receive early access to the study's findings — including how your peers across these 12 economies are weighing the same decisions. All interviews are confidential and results are reported in anonymised, aggregate form.
