Demokratie steht weltweit unter Druck: Autokratische Akteure höhlen demokratische Normen aus und stärken gezielt autoritäre Praktiken. Zudem sehen sich Demokratien zunehmend dem Vorwurf mangelnder Leistungsfähigkeit ausgesetzt. Hinzu kommt eine wachsende Polarisierung: In vielen Regionen und Ländern spalten sich Gesellschaften zunehmend entlang politischer, ethnischer, religiöser und sozioökonomischer Linien, was konstruktiven Dialog und gemeinsames Handeln erschwert. Umso wichtiger ist es unter diesen Voraussetzungen zu verstehen, wie politische Ordnungen entstehen, stabil bleiben oder sich verändern.
Dieses Cluster analysiert die Treiber und Entwicklungen demokratischer politischer Ordnungen - mit Blick auf unterschiedliche staatliche und nichtstaatliche Akteure sowie den Einfluss nationaler, internationaler und transnationaler Akteure und Netzwerke.
Die übergeordnete Frage in unseren Arbeiten lautet: Wie kann inter- und transnationale Zusammenarbeit Demokratie fördern und sie vor demokratischen Rückschritten schützen? Dabei streben wir an, wissenschaftlich fundierte Beiträge für eine Neuausrichtung hin zu einem effektiveren Demokratieschutz und einer stärkeren Demokratieförderung zu leisten – mit neuen Strategien und Partnerschaften.
