Les intervenants de la première séquence dressent le constat d’un système hérité de l’après-Seconde Guerre mondiale désormais mis à l’épreuve par des mutations rapides et simultanées. Lors de cette réunion, Andy Sumner, professeur au King’s College et Stephan Klingebiel, responsable du programme de recherche à l’Institut allemand du développement et de la durabilité (IDOS) ont souligné également l’incapacité croissante des grandes enceintes, telles que le G7 ou le G20, à produire des consensus solides, parfois même à publier des déclarations finales communes.

"A euro of foreign assistance in a least developed country has a much higher potential impact than if you spend that same money in a middle-income country."
