Germany’s annual aid to MENA countries more than doubled since 2011, but without a public strategy setting out objectives and the role of aid and other policy tools in achieving them. The report provides a qualitative assessment of the Economic Empowerment Project conducted by GIZ in Malawi. Our qualitative findings highlight the importance of providing poor households with a one-shot lump-sum transfer and basic financial/business training that support their income generation and diversification.
