The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) organised and took part in a series of events at and around the Bonn Climate Change Conference in June 2015. The main focus of the events was on an emerging groundswell of climate actions by cities, regions, companies and other groups, and their contribution to resilient development in developing countries.

Side Event: The current INDCs and what they mean for our future

Location: World Conference Center Bonn, Bonn III (72)

Organisers: United Kingdom Youth Climate Coalition Limited (UKYCC) and CliMates

We explored the reality of what the current INDCs mean for the future of young people around the world. This involved discussing the discrepancy between what science demands and what the INDCs will achieve, and looking at the climate impacts that will likely occur within our lifetime. Kennedy Mbeva of the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) presented his research on INDCs.

Bonn Groundswell Workshop: Catalyzing Climate Action for Resilient Development

The relevance of non-state and sub-national climate actions to complement and, indeed, catalyse international climate action is increasingly acknowledged. Yet, thus far most non-state climate actions are northern-led, although needs are greatest in developing countries. This event thus focused on the question how non-state (and sub-national) climate actions could best be catalysed in developing countries. Moreover, it explored how governments, UNFCCC secretariat, and other organizations could ensure more effective non-state action in developing countries, possibly building on existing initiatives, such as the Non-state Actor Zone for Climate Actions (NAZCA) platform.
In the workshop, about 40 experts from developing and developed countries discussed barriers to, and opportunities for, non-state climate action in developing countries; and how more effective non-state action in developing countries could be catalyzed. The expert workshop featured smaller break-out groups, chaired by experts from science, policy, business and civil society, to ensure interaction and joint-up thinking about climate actions for resilient development in developing countries.

Bonn Groundswell Networking Event at the Climate Action Fair

This networking event was part of a larger program of activities at and around the Bonn Climate Change Conference, to help build bridges within a broad citizens’ movement and with governments, to generate opportunities for partnerships, to inspire commitments and to create synergies between complementary initiatives. It brought together participants from three related events, namely the Climate Action Fair (including climate action dialogues) and the Technical Expertise Meetings (TEMs) organised by the UNFCCC secretariat, and the workshop on ‘Catalyzing Climate Action for Resilient Development’, organised at the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) in collaboration with the Galvanizing the Groundswell of Climate Actions Project (GGCA) and The Energy Research Institute (TERI).
The organisers shared a commitment to galvanize a broad and diverse citizens’ movement which includes cities, companies, civil society groups, researchers, and individuals, for transformative climate actions towards a low-carbon and climate resilient future. They

  • demonstrated solutions and explore opportunities to raise pre-2020 ambitions by governments, international organizations and partners (TEMs),
  • provided a venue for interactive discussions of climate solutions (UNFCCC Climate Actions Fair),
  • explored the potential contributions of non-state and sub-national actions to resilient development, especially in developing countries (DIE/GGCA/TERI).

Bonn Groundswell Dialogue at the Climate Action Fair

“Galvanizing the Groundswell of Climate Action for Success at Paris and Beyond”

A central part of the UNFCCC's official ‘Climate Action Fair’ program, this session raised the profile of the groundswell of climate actions to a broader audience, explaining how the groundswell supports countries and enhances success at the Paris Conference of the Parties and beyond. It featured short presentations by rapporteurs from the Groundswell, aided by clever graphics and audiovisuals to share their most exciting, innovative and ambitious ideas. Questions were collected from the audience and directed to the presenters. In addition, the event included a ‘talk show’ format in which an MC engaged a diverse panel of stakeholders from developing and developed countries in an interactive and conversational way.

Side Event: How best to incorporate adaptation in the 2015 agreement?

Location: World Conference Center Bonn, Kaminzimmer (113)

Organisers: Organisation for Economic Co-operation and Development (OECD), German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE)

This side event presented results of recent OECD and DIE analyses of private and public adaptation interventions on the ground, and draw out the key implications for the role of adaptation in the post-2015 agreement. The presentations were followed by a panel discussion.

Side Event: What role for non-state Actors in a Paris Agreement

Location: World Conference Center Bonn, Berlin room (112)

Organisers: Forum for Reforms and Entrepreneurship (FORES), Institute for Environmental Studies (IVM-VU)

This side-event discussed the ”agenda for solutions” introduced by the COP 21 presidency in an attempt to elevate the role of non-state actors in a Paris Agreement. Main question included: is there a formal role for non-state actors in an inter-governmental agreement; would it support effective implementation or perhaps weaken state responsibility? DIE took part in the related panel discussion.

World Premiere: "1.5 to Stay Alive" documentary movie

Location: LVR Landesmuseum Bonn

The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) presented the world premiere of „1.5 to Stay Alive“, a documentary about the impacts of climate change in the Caribbean, shot in Belize, Trinidad & Tobago and Miami Beach (US). The 50 minutes feature movie was introduced in a keynote by producer Lucian Segura and followed by a panel discussion with representatives of the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), the Caribbean Community Climate Change Centre, and delegates representing the AOSIS group at the Bonn Climate Change Conference.
