Finance for development has received growing attention in recent years. The international debate on the new sustainable development goals (SDGs) has put additional emphasis on the mobilisation of domestic revenue. Developing countries in particular are called upon to make greater efforts in the collection of taxes and levies. Thus far, the debate on taxes and development has concentrated on the level of central government. However, the collection of taxes by subnational governments is likely to play an increasingly important role in mobilising domestic revenue worldwide.
Against this background, the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) organised its 5th International Workshop on Domestic Revenue Mobilization with a specific focus on the role of subnational taxation in implementing the 2030 agenda. Key issues discussed at the workshop included the political economy of tax decentralization and subnational tax performance, local taxation and urbanisation, local taxation in fragile contexts and the role of external support in promoting subnational taxation.
As in previous workshops, the aim of this event was to bring together renowned scholars, government officials and other experts to discuss ongoing research in this area and assess its policy implications. The workshop also raised awareness of the relevance of the topic for the upcoming Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito on 17-20 October 2016.
