Development aid is increasingly under criticism for failing to achieve its objectives. The question, however, is how its effectiveness is measured. In many parts of the world, development aid pursues a whole range of goals that are incompatible with one another. This is particularly true in the Middle East and North Africa, where the development donors aim to promote human development, democracy and human rights, but at the same time are trying to create short-term political stability, curb migration and support trade and investment. This regularly leads to conflicts of interest that make development aid appear ineffective. How can this dilemma be overcome? In their book Making Aid Work: Dueling with Dictators and Warlords in the Middle East and North Africa, Guilain Denoeux, Robert Springborg and Hicham Alaoui propose innovative, practical approaches for future development cooperation with the MENA region.
