Die Reform des VN-Entwicklungssystems hat seit Verabschiedung der 2030 Agenda für globale nachhaltige Entwicklung eine neue Dringlichkeit erhalten. Mit einem Anteil von 33% der multilateralen Entwicklungshilfe (18,4 Mrd. USD, 2015) rangiert das VN-Entwicklungssystem an erster Stelle unter den multilateralen Entwicklungsinstitutionen. Doch seine Arbeitsweise ist durch Pfadabhängigkeiten und teils überkommene Ansätze der projektbasierten Entwicklungshilfe geprägt. Systemische Probleme wie Fragmentierung und der Mangel an übergreifenden Aufsichts- und Managementstrukturen beeinträchtigen die Kohärenz, Effektivität und Effizienz. Um einen wirkungsvollen Beitrag zur globalen nachhaltigen Entwicklung leisten zu können, müssen die Funktionen und Strukturen des VN-Entwicklungssystems überprüft und angepasst werden.
Im Jahr 2017 hat der neue VN-Generalsekretär Antonio Guterres den Mitgliedsstaaten eine Reihe von ambitionierten Reformvorschlägen unterbreitet. Im Frühjahr 2018 wurde dann eine Reformresolution verhandelt und verabschiedet. Es ist mit einem mehrjährigen Implementationsprozess zu rechnen. Vor diesem Hintergrund bringt das VN-Forschungsprojekt am IDOS regelmäßig Publikationen zur Reform des VN-Entwicklungssystems heraus. Das Ziel ist, die Reformdiskussionen durch einschlägige Analysen und ein breites Spektrum von Perspektiven zu bereichern.
