Es ist notwendig, Faktoren besser zu verstehen, die eine gemeinwohlorientierte Politik ermöglichen. Dieses Cluster konzentriert sich auf zwei: gesellschaftliche Fähigkeiten, kollektiv zu handeln, und zu diesem Zweck Ressourcen zu mobilisieren. Wie wirkt sich internationale Zusammenarbeit auf urban governance als Zentrum der Interaktion zwischen Staat und Gesellschaft sowie auf Besteuerung, das Hauptelement des Fiskalvertrags, aus?
