Globale Umwelt-Governance und (sub-) nationale Transformationsstrategien
Das Cluster untersucht Interaktionen zwischen den Akteuren und Institutionen globaler Umwelt-Governance und transformativen Strategien im politischen Mehrebenen-System. Im Mittelpunkt stehen dabei die Klimapolitik und die Umsetzung des Pariser Klimaabkommens von 2015. Die im Kontext des Abkommens vorgelegten nationalen Klimapläne (NDCs) bleiben bislang noch weit hinter dem Anspruch zurück, die durchschnittliche globale Erwärmung bei 1,5-2°C zu stabilisieren. In jedem Fall ist verstärkte Aufmerksamkeit für Klimaresilienz und wirksame Anpassungsleistungen erforderlich. In diesem Zusammenhang rücken verstärkt auch Wechselwirkungen zwischen Klima- und Biodiversitätspolitik in den Blickpunkt. Zudem ist eine Transnationalisierung der Klimapolitik mittels nicht-staatlicher und subnationaler Initiativen zu beobachten, die synergistisch zur Umsetzung der Agenda 2030 beitragen oder aber Zielkonflikte befördern können. Das Cluster untersucht vor diesem Hintergrund (1) Optionen, das Ambitionsniveau globaler Klima-Governance und der NDC-Umsetzung zu steigern; (2) konkrete Anpassungsherausforderungen; (3) Wechselwirkungen zwischen Klimapolitik und Biodiversitätsschutz; (4) die Transnationalisierung von Klima-Governance speziell im globalen Süden.
