Global Environmental Governance and (Sub-)national Transformation Strategies

This cluster studies interactions between the stakeholders and institutions of global environmental governance on the one hand and the transformative strategies of transnational, national and local stakeholders on the other. The focus in this context is on climate policy. With the 2015 Paris Climate Agreement, the international community has codified the goal of global carbon neutrality from 2050 onwards. At the same time, the nationally determined contributions (NDCs) submitted under the agreement still fall far short of the aim of stabilising average global warming at between 1.5 and 2°C. And the effective implementation of the NDCs is by no means guaranteed either. Moreover, the Paris agreement also requires effective adaptation to climate change. In addition to the multilateral process, a process of transnationalisation can be observed in climate policy as a result of subnational and non-governmental climate initiatives. Finally, mitigation and adaptation measures can entail co-benefits as well as trade-offs for implementing the 2030 Agenda.

Against this backdrop, the cluster examines: (1) options for raising the level of ambition of global climate governance; (2) implementation of the NDCs; (3) the transnationalisation of climate governance in the Global South in particular, and (4) interactions between climate actions and the 2030 Agenda.
