Autokratisierungstrends stellen weltweit eine große Herausforderung für Demokratie dar. Nationalistische Populisten höhlen die Demokratie von Innen aus, in einigen OECD-Ländern fühlen sich Bürger*innen nicht repräsentiert und die gesellschaftliche Polarisierung wächst. Auch Großmächte wie China und Russland unterminieren die Legitimität demokratischer Werte in der globalen Politik. Angesichts der Repräsentationsprobleme in den Wiegen der Demokratie, werben Politiker*innen in Europa und Nordamerika nicht mehr offensiv für die Demokratie. Vielmehr hat es sich zum guten Ton entwickelt, das autokratische Modell à la China zwar abzulehnen, sich aber nicht offen für Demokratie weltweit einzusetzen. Es scheint zwar klar, was Demokraten*innen nicht wollen. Aber ob und warum es sich lohnt, für Demokratie einzustehen und sie auch international zu schützen und fördern bleiben derzeit offene Fragen.
Dieses Special bietet Antworten auf diese Fragen. Wir tragen Erkenntnisse aus der Demokratisierungsforschung und Beratung des German Institute of Development and Sustainability (IDOS) und seiner Partner im globalen Süden und Norden zusammen. Sie finden auf diesen Seiten Studien und Politikempfehlungen über den Wert von Demokratie, die demokratische Dividende und die Motivation und Wirkungen von internationaler Demokratieförderung.
Projekte
IDOS ist Gründungsmitglied des Forschungsnetzwerks „External Democracy Promotion“ – ein Verbund von führenden Wissenschaftler*innen, die sich in ihrer Forschung und Beratung mit den Erfolgen und Herausforderungen internationaler Demokratieförderung weltweit beschäftigen.
„Was ist sie wert, die Demokratie“, ist ein Projekt, das belegt, dass die These vom „Rest against the West“ empirisch nicht tragfähig ist. Werteorientierungen in Gesellschaften des globalen Südens und von OECD-Gebern spielen eine wichtige, auch förderliche Rolle für wirksame Demokratieförderung.
Im Projekt „Nachhaltiger Frieden“ zeigen wir, dass Demokratieförderung ein relevanter Bestandteil von erfolgreichem Peacebuilding ist:
Die Forschung des IDOS weist nach, dass die Wirkung von Programmen zur Unterstützung von Governance und Demokratie besser ist als ihr Ruf.
Der Frage, ob Demokratie einen Unterschied für den Zusammenhalt einer Gesellschaft hat und wie Demokratie effektiv gefördert werden kann, gehen wir im Projekt „Soziale Kohäsion in Afrika“ nach.
Demokratische Grundlagen als Voraussetzung für eine effektive und integrierte Umsetzung der Agenda 2030 sind Gegenstand der Forschung im Projekt "Wachstum, Umwelt, Ungleicheitm Governance: Umsetzung der Agenda 2030"
