Strukturwandel und inklusive Entwicklung
Wie können Produktionsstrukturen produktiver und wettbewerbsfähiger werden und dabei zugleich sozial inklusiv und armutsmindernd gestaltet werden? In den meisten Entwicklungsländern ist der überwiegende Teil der Unternehmen sehr klein und technologisch rückständig, Arbeits- und Gütermärkte sind informell organisiert und öffentliche Institutionen schwach. Ausländische Investitionen und globale Wertschöpfungsketten spielen daher eine wichtige Rolle beim Aufbau moderner Sektoren. Um Einkommens- und Lerneffekte zu erhöhen und Verdrängungseffekte zu minimieren, müssen diese entwicklungspolitisch gestaltet werden. Parallel gilt es, gering produktive und informelle Teile der Wirtschaft zu fördern und mit modernen Unternehmen zu verflechten. Internationale Handels- und Investitionsabkommen stecken dabei den Rahmen ab, in dem nationale Politik diese Prozesse gestalten kann. Die Forschungsgruppe lotet Möglichkeiten gemeinwohlorientierter Wirtschaftspolitik für Länder in der weltwirtschaftlichen Peripherie aus. Die Interdependenz zwischen nationalen und globalen Politiken ist ein Kernelement der Forschung. Ein weiterer Schwerpunkt liegt auf den Chancen und Risiken, die sich aufgrund globaler Megatrends wie Digitalisierung, Urbanisierung, Ökologisierung der Weltwirtschaft oder durch die Abwanderung von Niedriglohnindustrien aus China für Entwicklungs- und Schwellenländer ergeben.
