Wasser-Governance
Wissen zu Wasser-Governance schaffen
Die globale Wasserkrise ist eine Steuerungs-Krise. Hiervon ausgehend analysieren Wissenschaftler*innen des IDOS Wassergovernance-Probleme in vielfältigen politischen Kontexten um zu verstehen, wie Zugang zu, Nutzung und Management von Wasserressourcen ökologisch nachhaltig und sozial fair gestaltet werden können. Hierbei legen sie besonderes Augenmerk auf die Rolle der Entwicklungszusammenarbeit.
Wasser-bezogene Forschung am IDOS umspannt sowohl globale und internationale als auch nationale und lokale Ebenen. Sie beschäftigt sich u.a. mit der Implementierung von Politikinstrumenten (wie Zahlungen für Ökosystemleistungen und Naturbasierte Lösungen), Governance-Ansätzen (wie Integriertes Wasserressourcen-Management und der Wasser-Energie-Nahrungs-Nexus) und internationalen Abkommen (wie die Agenda 2030), aber auch mit lokalen politischen Ökonomien in Bezug auf Wasser. Unsere Arbeit untersucht, wie Kosten und Nutzen von Wassernutzung verteilt sind und geteilt werden können, inwiefern die Anerkennung von Nutzungsrechten gewährleistet ist, und wie institutionelle Arrangements aussehen, die sektor- und skalenübergreifende Koordination unterstützen und Zielkonflikte minimieren.
Wir arbeiten eng mit Partnerorganisationen in zahlreichen Ländern zusammen und engagieren uns in internationalen Netzwerken und lokalen Initiativen wie dem Bonner Wasser-Netzwerk. Darüber hinaus leisten wir Politikberatung, z.B. durch Mitarbeit an Berichten, Strategie-Papieren, Richtlinien und Handreichungen.
