Beiträge zu Stabilisierung und Entwicklung in Nordafrika und dem Nahen Osten

Projektbeschreibung

Der Weltregion des Nahen Ostens und Nordafrikas ist für Deutschland und Europa von zentraler Bedeutung. Erstens ist sie ein Brennpunkt von geopolitischen Machtverschiebungen und gewaltsamen Konflikten. Besonders gravierend ist der Krieg in Gaza, der zum Tod von vielen Zigtausend palästinensischen Zivilisten geführt hat. Aber auch im Sudan nehmen die Kämpfe kein Ende, und im Jemen, in Syrien, im Libanon und in Libyen kommt es ebenfalls immer wieder zu bewaffneten Auseinandersetzungen. Zweitens sind der Nahe Osten und Nordafrika der unmittelbare Nachbar Europas. Hier verdichten sich deutsche und europäische Interessen hinsichtlich Sicherheit, Handel, Energie und Migration. Drittens entwickelt sich diese Weltregion seit vielen Jahren in ökologischer, sozialer, ökonomischer und politischer Hinsicht weniger gut als andere. Politische Repression und Überwachung nehmen zu, und alle MENA-Länder leiden schon heute sehr unter den Auswirkungen des Klimawandels.

Zugleich gibt es positive Trends, die die MENA-Länder zu interessanten Partnern machen: unter anderem den Ausbau erneuerbarer Energien und wichtiger Infrastrukturvorhaben und die wachsende Einbettung lokaler Produkte in internationale Lieferketten.

Lokale Reformkräfte und -initiativen tun sich schwer, doch sie sind entscheidend – nicht nur für die Zukunft der Region selbst. Doch es gibt sie, und die Frage ist, wie sie unterstützt werden können.

In einem vom BMZ finanzierten Forschungs- und Beratungsvorhaben geht das German Institute of Development and Sustainability (IDOS) der Frage nach, wie internationale und westliche Geber in diesem Kontext agieren können, um eine wirtschaftlich, sozial, ökologisch und politisch nachhaltige Entwicklung im Nahen Osten und in Nordafrika zu fördern. Dabei ist eine weitere Herausforderung, dass die verfügbaren öffentlichen Gelder schrumpfen - sowohl in den Staatshaushalten der Region als auch in der Entwicklungszusammenarbeit. Kluge Mittelvergabe, Kooperationen mit regionalen und internationalen Partnern und Anreize für die Privatwirtschaft werden also noch wichtiger als bisher.
